Dave Richert

BUSINESS, ENTITLEMENTS/ZONING CONSULTANT

Mr. Richert has a 25 year executive professional planning and management career. He achieved a BS Degree from the University of Wisconsin-Madison with an emphasis in Landscape Architecture, Civil Engineering, Land Use Planning and Economics. He also has a Masters Degree in Public Administration from Arizona State University-Tempe with emphasis on municipal reorganization and the elements to create sustainable revenue growth and long-term prosperity for communities at the Local, County, State and Federal levels. Mr. Richert has also completed course work at Harvard University for senior executives through the John F. Kennedy School of Government.

His experience includes developing detailed information concerning all aspects of Land Use Planning for the City of Phoenix as their Planning Director from 1992 to 2005. He was Promoted to Senior Executive Assistant to the City Manager and served in that position until 2008. In 2008 Scottsdale hired him to be their Planning and Development Manager and in 2009 appointed him to the City Manager position. He served the community until 2012. Since then Mr. Richert has developed a small consulting firm (Richert & Associates) specializing in land use and management resolutions.

The following is a list of major land use and economic projects he was responsible for during service with Phoenix and Scottsdale:

b. All three Pointe Hotel and Convention Facilities
c. Desert Ridge Plan and Implementation
d. Creation Updating Phoenix and Scottsdale’s General Plans
e. Created and Implemented 15 Village Plans in Phoenix
f. Kierland and Scottsdale Quarter
g. USAA Campus h. Created and Developed North Blk. Canyon Corridor Plan
i. Created and Developed 10 Plan Communities
j. Reorganization of Princess Resort and Convention Center and TPC Financial Package for the Waste Management Open

Mr. Richert continues to pursue well-planned economic and sustainable development opportunities for his clients and provides solutions with a win-win approach to all interests expressed.
